The programme asks how human authority can remain attributable, current, and effective when learning systems can plan across time, invoke tools, preserve state, delegate action, and alter the conditions under which later decisions are made.

Authority

Evidence and recommendation must not silently become permission, control, or effect.

Continuity

Authority-relevant conditions must survive delegation, memory, routing, and self-modification.

Persistence

An artificial agent’s identity cannot be reduced to one frozen model state when effects extend through time.

Temporal access

Oversight that arrives after irreversible action is formally present and operationally absent.
